course approved by the State Department of Education or the Depart-
ment of Motor Vehicles, consisting of not less than 30 hours of class-
room instruction and not less than 6 hours of behind-the-wheel
driving. Such a course may be given by a public school, a private
school, or a licensed professional driver training school.

§ 6-103. What persons shall not be licensed.

The department shall not issue any license under this subtitle:

1.    To any person who does not meet the age requirements of
Section 6-1024;

2.    To any person whose license has been suspended, refused, or
cancelled, during the suspension, refusal, or cancellation, or to any
person whose license has been revoked.

3.    To any person who is an habitual drunkard, or an habitual
user of narcotic drugs, or an habitual user of any other drug to a
degree which renders him incapable of safely driving a motor
vehicle;

4. To any person who has previously been adjudged to be
afflicted with or suffering from any mental disability or disease and
who has not at the time of application been restored to competency
by the methods provided by law;

5.    To any person who is required by this subtitle to take an
examination, unless the person has successfully passed the examina-
tion;

6.    To any person who is required under the provisions of the
motor vehicle financial responsibility laws of this State to deposit
proof of financial responsibility and who has not deposited such
proof;

7.    To any person if the department has good cause to believe that
the operation of a motor vehicle on the highways by him would be
inimical to public safety or welfare;

8.    To any person afflicted with or suffering from physical dis-
ability (including the loss of an arm or leg, or both) or disease
which would tend to prevent such person from exercising reason-
able and ordinary control over a motor vehicle while operating it upon
the highways; provided that the department, as hereinafter provided,
may issue a restricted license to a person who satisfactorily passes
the required examination, which restrictions may include a require-
ment that the person wear a workable artificial limb or other similar
body attachment;

9.    To any person who is unable to understand street and highway
warning or direction signs written in the English language;

10.    To any person who has reached the age of 70 years, unless
such person shall either present to the department proof of having
previously operated a motor vehicle satisfactorily or presents to the
department a certificate from a licensed physician attesting to his
general physical or mental qualifications; or

11.    To any person who is unable to sign his name, as herein
elsewhere required for identification purposes.
