Sec. 16 15. And be it further enacted, That all or parts of laws,
public general or public local, inconsistent with the provisions of
this Act, are hereby repealed to the extent of any such inconsistency.

Sec. 17 16. And be it further enacted, That this Act shall take effect
August 1, 1970.

Department of State Employment and Registration" and to enact
new Sections 213, 214, 215, 216, 217 and 218 to follow immediately
after Section 212 thereof to stand in the place and instead of the
sections so repealed, to be under the same title, and to be under
the new subtitle "The Department of Personnel"; and to repeal
and re-enact, with amendments, Sections 1, 10, 11, 12, 13, 14,
15, 16, 17, 18(a), 18(c), 18(e), 18(f), 18(h), 19, 20, 21, 22, 24,
