tions as to the application and enforcement of part VIII, including
the adoption of a method or a formula for determining the gross
weight of vehicles to which part VIII is applicable.
(b) The State Roads Commission and the Commissioner of
Motor Vehicles, acting jointly, also may prescribe the form of ap-
plication blanks on which shall be shown the information required
in connection with the issuance of the licenses required by part VIII.
§ 3-821. Commissions and postage payments not allowed.
The Commissioner of Motor Vehicles shall not be allowed any
commission on the collection of the fees for Classes A and D motor
vehicles or for making remittances from the fees to Baltimore City
and several counties, nor shall he require applicants for motor vehicle
licenses to pay postage for them.
§ 3-822. Fee for higher classification during the registration year.
Any person may secure a license for a higher classification any
time during any registration year if he pays the registration fee
for the higher classification. If he secures the higher classification
license during the first six months he shall be required to pay the
higher fee for the entire year, but if secured during the last six
months of the registration year he shall be required to pay the
higher fee for one-half year, with a credit for the fee already paid in
each instance.
§ 3-823. Application requirements where registration fee is based
on maximum gross weight.
When making application for license of motor vehicle, tractor or
trailer where registration fee is based on maximum gross weight
the applicant shall present a certificate giving the empty weight,
including body, cabs, spare tire, and other pertinent information,
and he shall declare the load he decides to carry.
§ 3-824. Definition of maximum gross weight.
"Maximum gross weight" as used in this part means the weight
of the vehicle and load when the vehicle is loaded.
§ 3-825. Registration fee for antique motor vehicles.
Notwithstanding any provision of this part to the contrary, regis-
tration plates of size and design as determined in the discretion of
the commissioner shall be issued for an annual fee of one dollar for
antique motor vehicles, subject to the following conditions:
1. The term "antique motor vehicle" means any motor car which
is over 25 years old.
2. The owner of the cars shall prove ownership thereof by a
Maryland certificate of title.
3. The owner shall sign a certification accompanying his applica-
tion that the vehicle for which the registration plate is sought to be
issued will not be used primarily for the transportation of passen-
gers or goods over the public highways, but will be maintained for
