use in exhibitions, club activities, parades, tours, occasional trans-
portation and similar uses, but is not used for general daily trans-
portation.

§ 8-826. Registration fee for portion of registration year.

The charges and fees prescribed in this part shall be for the entire

twelve months of the registration year except as hereinafter provided.
If registration for any Class A or Class D vehicle be issued before
October first in any year, the regular annual registration fee shall
be paid, and if issued on or after October 1st in any year, one-half
of the annual registration fee shall be paid. If registration for any
other class of vehicle be issued before November 1st in any year,
the regular annual registration fee shall be paid, and if issued on or
after November 1st in any year, one-half of the regular annual regis-
tration fee shall be paid.

§ 3-827. Refund of registration fee on surrender of unused plates.

Upon the surrender of the registration cards and unused registra-
tion plates provided for in Classes A, B, C, D, E, F, G, H, I and J,
and upon application made therefor, the original owner shall be en-
titled to refund of the entire fee
on unused registration plates when
returned to the department within 30 days after the date of is-
suance, or returned prior to April 1st, when secured between Feb-
ruary 15th and 29th preceding.

§ 3-828. Department to determine registration classification.

The department, in disputed cases, may determine the registration
classification in which any vehicle belongs, under any of the provi-
sions of this article.

§ 3-829. Exemption from registration fees.

(a) All vehicles owned and used by the United States, the State
of Maryland, or any city, town, village, or county of this State, and
all vehicles owned and used for personal or official purposes by ac-
credited consular or diplomatic officers of foreign governments,
which officers are nationals of the state by which they are appointed
and are not citizens of the United States, and by any incorporated
volunteer fire company incorporated in this State or rescue squad
and used for fire-fighting or ambulance purposes and all motor ve-
hicles owned and used personally by veterans who have either lost
or lost the use of one or both legs, or an arm or a hand, or who are
blind,
AND ALL VEHICLES OWNED AND USED BY THE CIVIL
AIR PATROL, are exempted from the provisions of this subtitle re-
quiring the payment of registration fees. The vehicles shall display
identification markers approved by the commissioner and the identi-
fication markers or other insignia on the vehicles of veterans who
have either lost or lost the use of one or both legs, or an arm or a hand,
shall indicate that they have been so designated or classified by the
Veterans' Administration; and for the purposes of this subsection a
person shall be considered blind if he has a permanent impairment
of both eyes of the following status; central visual acuity of 20/200
or less in the better eye, with corrective glasses, or central visual
acuity of more than 20/200 if there is a field defect in which the
peripheral field has contracted to such an extent that the widest
