1.    That he is not lawfully entitled to their possession or use;

2.    That he has knowingly made or permitted an illegal use of
them;

3.    That he committed fraud in connection with his application
for registration or for transporter plates; or

4. That he has failed to give notice of changes of information, as
required by subsection (g).

§ 3-604. Special use of registration plates provided for intrastate
passenger transportation within prescribed urban limits.

Any person who is the holder of special registration plates pro-
vided for in the law relating to common carriers, as set forth in
Article 56 of this Code, upon first notifying the department of his
intention so to do may transfer, for a period not exceeding 15 days,
the registration plates to a motor vehicle owned by a manufacturer
and operate same over the existing route or routes for a trial or
demonstration period.

§ 3-605. Special Tags for Members of Certain Veterans' Organiza-
tions.

(a)    Upon application to the commissioner by the owner of any
registered passenger motor vehicle, accompanied with due proof that
the owner is a bona fide member of the Department of Maryland,
Veterans of Foreign Wars of the United States, and also upon certifi-
cation to the Department of Motor Vehicles by the department com-
mander of the Veterans of Foreign Wars, State of Maryland, in office
at the time of the application that clearance has been made through
his office and the request is not in excess of the number of tags which
the commissioner may determine can be manufactured in conformity
with the combinations permissible under this Article, and upon pay-
ment of all fees required by this Article, the department shall issue
for the passenger motor vehicle special registration plates upon which
shall be inscribed in letters and numerals not less than three inches
high and in strokes of not less than one-quarter inch in width the
letters VFW followed by appropriate letter and numerals in lieu of
the numerals required to be displayed on the registration plates under
other provisions of this article.

(b)    Upon application to the commissioner by the owner of any
registered passenger motor vehicle, beginning with the 1968-1969
registration year and accompanied with due proof that the owner is
a bona fide member of the Department of Maryland Disabled Ameri-
can Veterans of the United States, and also upon certification to the
Department of Motor Vehicles by the Department Commander of the
Disabled American Veterans, State of Maryland, in office at the time
of the application that clearance has been made through his office
and the request is not in excess of the number of tags which the
commissioner may determine can be manufactured in conformity
with the combinations permissible under this Article, and upon pay-
ment of all fees required by this Article, the Department of Motor
Vehicles shall issue for the passenger motor vehicle special registra-
tion plates upon which shall be inscribed letters and numerals not less
than three inches high and in strokes of not less than one-quarter
