inch in width the letters DAV followed by appropriate letter and
numerals in lieu of the numerals required to be displayed on the
registration plates under other provisions of this Article.

(c) Upon application to the Commissioner of Motor Vehicles by
the owner of any registered passenger motor vehicle, beginning with
the 1968-1969 registration year and accompanied with due proof that
the owner is a bona fide member of the Department of Maryland,
American Legion, and upon certification to the Department of Motor
Vehicles by the Department Adjutant of the American Legion, State
of Maryland, that clearance has been made through his office of the
request, and upon payment of all fees required by this article, the
Department of Motor Vehicles shall issue for the passenger motor
vehicle special registration plates upon which shall be inscribed the
letters AL not less than three inches high followed by appropriate
numerals in lieu of the numerals required to be displayed on the
registration plates under other provisions of this article.

Part VIIOffenses Against Registration and Certificate of Title
Laws or Revocation of Registration or Certificate of Title.

§ 3-701. Operation of vehicles without evidences of registration.

No person shall operate, nor shall an owner knowingly permit to
be operated, upon any highway any vehicle required to be regis-
tered hereunder unless there is attached thereto and displayed
thereon when and as required by this subtitle a valid registration
card and registration plate or plates issued therefor by the depart-
ment for the current registration year, except as otherwise expressly
permitted in this subtitle. Any violation of this section is a mis-
demeanor.

§ 3-702. Operation of vehicle when registration canceled, sus-
pended, or revoked.

No person shall operate, nor shall an owner knowingly permit to
be operated, upon any highway, a motor vehicle the registration of
which has been canceled, suspended, or revoked. Any violation of
this section is a misdemeanor.

§ 3-703. Improper use of evidence of registration or certificate of
title.

No person shall lend to another any certificate of title, registra-
tion card, registration plate, special plate or permit issued to him if
the person desiring to borrow it would not be entitled to the use
thereof, nor shall any person knowingly permit the use of any of
the same by one not entitled thereto, nor shall any person display
upon a vehicle any registration card, registration plate, or permit
not issued for the vehicle or not otherwise lawfully used thereon
under this subtitle. Any violation of this section is a misdemeanor.

§ 3-704. Authority of department to suspend or revoke a registra-
tion or certificate of title.

In any of the following events, the department may suspend or
revoke the registration of a vehicle or a certificate of title, registra-
tion card, or registration plate of any resident or non-resident, sub-
