registration plates or markers shall be allowed, but if the depart-
ment discontinues the issuance of temporary plates or markers,
dealers returning temporary registration plates or markers to the
department may petition for refund or a credit thereof.

(i) The commissioner may make such rules and regulations, not
inconsistent herewith, as necessary for the purpose of carrying out
this section.

§ 3-603. Registration of transporters and use of transporter plates.

(a)    A transporter who is registered with the department may
use transporter plates issued to him by the department on vehicles
as authorized in this section and may operate or move these vehicles
upon the highways upon condition that the vehicle display thereon
in the manner prescribed in section 3-411 one transporter plate.

(b)    Every transporter shall apply to the department for regis-
tration, upon forms prescribed by the department.

(c)    Every application shall be accompanied by evidence that the
applicant

1.    Has at least 2 written contracts currently in existence, pur-
suant to which he is to repair, paint, remodel, or install equipment
on vehicles; or

2.    Is licensed as an approved facility under subtitle 13.

(d)    Subsection (c) is not applicable to transporters engaged in
the business of transporting new motor vehicles, new or used trailers,
or mobile construction equipment.

(e)    A transporter shall not be registered by the department un-
less his business is equipped to perform the services indicated on his
application and has facilities adequate and appropriate for the type
of business which he proposes to conduct.

(f)    A transporter's registration shall expire at the time desig-
nated by the department when it registers him, and thereafter he
shall not exercise the privileges granted by this section until his
registration has been renewed.

(g)    Every transporter who is registered with the department
shall immediately notify the department in writing of any change of
address, business name, business designation, or any other factual
information which appears on his last application for registration or
renewal thereof.

(h) Transporter plates may be used only on vehicles in the pos-
session of, but not owned by, the transporter, and only if these vehi-
cles are operated to facilitate delivery, inspection, repair, painting,
remodeling, or the installation of equipment thereon.

(i) Transporter plates may be used for the purpose of transport-
ing new or used mobile homes only if the applicant submits evidence
of proper registration of the towing vehicle and evidence of commer-
cial insurance as required by section 8-201.

(j) After hearing the department may suspend or revoke a
transporter's registration plates and his right to further use of them
if it finds
