1.    Any temporary license or instruction and examination license;

2.    The privilege of any person to drive a motor vehicle whether
or not such person holds a valid license; and

3.    Any nonresident's operating privilege as defined herein.

§ 1-141. Lienholder.
Lienholder means a person holding a security interest in a vehicle.

§ 1-142. Lien contract.

Lien contract means all chattel mortgages, conditional sales con-
tracts, and security interests under the Uniform Commercial Code,
and any Hen instrument accepted in the discretion of the department.

§ 1-143. Limited access highway.

Limited access highway means every highway, street, or roadway
in respect to which owners or occupants of abutting lands and other
persons have no legal right of access or egress except at such points
and in such manner as determined by the public authority having
jurisdiction over the highway, street, or roadway.

§ 1-144. Local authorities.

Local authorities means every county, municipal, and other local
board or body having authority to enact laws and adopt local police
regulations relating to traffic under the constitution and laws of this
State.

§ 1-145. Mail.

Mail means to deposit in the United States mail properly ad-
dressed and with postage prepaid.

§ 1-146. Manufacturer.

Manufacturer means a person engaged in the business of construct-
ing or assembling vehicles of a type required to be registered under
this article.

§ 1-147. Manufacturer's certificate of origin.

Manufacturer's certificate of origin means a certification, on a form
supplied or approved by the Department of Motor Vehicles, signed
by the manufacturer, that the motor vehicle described therein has
been transferred to the person or dealer named therein, and that the
transfer is the first transfer of the motor vehicle in ordinary trade
and commerce. The description of the motor vehicle shall include the
make, model, year, number of cylinders, type of body, engine number
and serial number, and other information as the department requires.

§ 1-148. Metal tire.

Metal tire means a tire the surface of which in contact with the
highway is wholly or partly of metal or other hard, non-resilient
material.
