(4)    Represent the Board of Public Works at the opening of all
bids for public improvements and tabulate, record and advise said
Board on such bids;

(5)    Supervise all appraisals in connection with public improve-
ments ;

(6)    Inspect and approve materials, equipment, and methods used
in making public improvements, and inspect public improvements
during the course of construction or repair, such inspection and
approval of materials, equipment and methods to be in addition to
and not in lieu of the responsibility of the architect or engineer to
supervise work for which employed;

(7)    Review maintenance and operation of public improvements
to the extent that any engineering questions are involved therein;
and establish and supervise a comprehensive and continuing mainte-
nance and repair program for all State operated public improve-
ments;

(8)    Assist and advise the Board of Public Works and other
departments and, agencies in the review and approval of changes
in plan, specifications or contracts for public improvements;

(9)    Assist the Department of State Planning [Commission] in
the development of technical details necessary for the preparation
of the capital improvement program of the State and its depart-
ments, institutions and other agencies;

(10)    Assist the Department of State Planning [Commission]
in its regional studies relating to land acquisitions, transfers, dedica-
tions, leases, etc.;

(11)    Collect and maintain records of construction costs and
progress on all public improvements;

(12)    Enforce the State Building Code [after such time as said
code is declared effective];

(13)    Collect and maintain a complete and accurate file of draw-
ings and plats of the location and situation of all public improve-
ments, provided that all original drawings, plats, specifications and
records shall be [stored in a fireproof vault] adequately stored and
protected; and

(14)    Perform such other functions and duties as may be dele-
gated to it or requested of it by the Board of Public Works.

23.

There is hereby established a Board of Architectural Review,
which shall be composed of seven members to be appointed by the
[Director,] Secretary of General Services, from a list of not less
than five names to be submitted by the Baltimore Chapter of the
American Institute of Architects, and from a list of not less than
five names to be submitted by the Potomac Valley of Maryland
Chapter of the American Institute of Architects and from a list of
not less than five names to be submitted by the Chesapeake Bay
Chapter of the American Institute of Architects. The terms of the
members first appointed shall be two years and thereafter the terms
