Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 5 through 14, inclusive, of Article 40 of the Annotated
Code of Maryland (1965 Replacement Volume), title "General As-
sembly," subtitle "Employment of Legislative Counsel and Agents
and Return of Legislative Expenses," be and they are hereby re-
pealed and that new Sections 5 through 14, inclusive, be and they
are hereby enacted in lieu thereof to said Article of said Code, to
stand in the place of the Sections so repealed, to be under the new
subtitle "Legislative Agents," and to read as follows:
Legislative Agents

Definitions: As used in this subtitle, the following terms have
the meanings indicated:
(1) "Legislative Agent" means a person, who for compensation
received or to be received from an employer, appears before the
General Assembly, the Legislative Council, any committees, subcom-
mittees, or members thereof, during any calendar year to promote,
advocate, influence or oppose, directly or indirectly, any matter
pending before or proposed to be considered by the General Assembly

ANY COMMITTEES, SUBCOMMITTEES, OR MEMBERS
THEREOF.
(2) "Compensation" means any money or thing of value received
or to be received by one acting as a legislative agent from an
employer, whether in the form of fee, salary, expenses, forebearance,
forgiveness, or any other form of recompense, and any combination
thereof.
(3) "Employer" means any person paying or agreeing to pay
compensation in the course of employment of a person as a legisla-
tive agent.
(4) "Person" includes an association, firm, or corporation INDI-
VIDUAL, PARTNERSHIP, ASSOCIATION, CORPORATION OR
ANY OTHER ORGANIZATION OR GROUP OF PERSONS.
(5) "Docket" means a record maintained by the Secretary of
State in which are registered the name, residence and occupation
of the person employed, together with the name and business address
of the employer, the date of employment or agreement thereof, the
length of time the employment is to continue and the special subject
or subjects of legislation to which the employment relates, together
with other information hereinafter required.
(6) "General Assembly" includes any member, committee or sub-
committee of the General Assembly or of the Legislative Council.

An official or representative of the United States or of the State
of Maryland or of any governmental unit, agency or instrumentality
who as part of his regular duties or by special direction of his
employer appears before the General Assembly to represent the views
of his employer shall not be considered a legislative agent. How-
ever, it shall be the duty of any person exempted under this provi-
sion clearly to make known to the General Assembly the agency for
