which he works, his job title, and the person who has authorized

him to speak for his department or agency.

THE PROVISIONS OF THIS ACT SHALL NOT APPLY TO:

(A)    PERSONS PERFORMING PROFESSIONAL SERVICES
IN DRAFTING BILLS OR IN ADVISING AND RENDERING
OPINIONS TO CLIENTS AS TO THE CONSTRUCTION AND
EFFECT OF PROPOSED OR PENDING LEGISLATION WHERE
SUCH SERVICES DO NOT OTHERWISE CONSTITUTE ACTIVI-
TIES AS A LEGISLATIVE AGENT.

(B)    PERSONS APPEARING BEFORE A LEGISLATIVE
COMMITTEE OR THE LEGISLATIVE COUNCIL AT THE
SPECIFIC INVITATION OR REQUEST OF THE COMMITTEE
OR COUNCIL AND WHO ENGAGE IN NO FURTHER OR OTHER
ACTIVITIES IN CONNECTION WITH THE PASSAGE OR DE-
FEAT OF LEGISLATION.

(C)    PERSONS APPEARING ONLY AND SOLELY ON
MATTERS PERTAINING TO THEIR OFFICIAL DUTIES AS
DULY ELECTED OR APPOINTED OFFICIALS OR EMPLOYEES
OF THE STATE OR POLITICAL SUBDIVISION THEREOF OR
OF THE UNITED STATES, AND NOT AS REPRESENTATIVES,
IN ANY MANNER, OF ANY OTHER ENTITY.

Every employer shall furnish a written and signed authorization
to act which shall be filed with the Secretary of State by the legisla-
tive agent at the time of his registration.
IF THE EMPLOYER IS
A CORPORATION, ANY AUTHORIZED OFFICER OR AGENT,
WHO IS NOT THE LEGISLATIVE AGENT, SHALL FURNISH
AND SIGN THE WRITTEN AUTHORIZATION. The authorization
shall include the full and legal name and business address of both the
employer and the legislative agent, the period of time during which
the legislative agent is authorized to act, unless sooner terminated,
and the proposal or subjects upon which the employer is represented.

(a)    Prior to performing any act as a legislative agent before
the General Assembly, every legislative agent shall register with the
Secretary of State in a Legislative Agent Docket and file at that
time the authorization from the employer. This requirement, be-
cause of unusual circumstances, may be waived by the chairman of
the committee or sub-committee before which the legislative agent
is to appear,
WHICH WAIVER SHALL BE WITH THE CONCUR-
RENCE OF THE COMMITTEE OR SUB-COMMITTEE. The legis-
lative agent shall within three days thereafter register with the
Secretary of State as set forth in this section.

(b)    A separate registration is required for each employer repre-
sented by a legislative agent.

(c)    Upon any change in the extent of employment, the subjects
or proposals for which the legislative agent is authorized to represent
the employer, the legislative agent shall immediately report such
changes in person at the office of the Secretary of State, and ap-
propriate additional entries shall be made in the docket.
