grams and activities to develop in a proper manner the State's
natural resources and economic opportunities and to promote and
encourage the location of new industries and businesses in the State
of Maryland as well as encouraging the expansion of existing indus-
tries and other matters intended to foster and develop gainful em-
ployment and the pursuit of happiness of all who now are or who may
hereafter be residents of this State.
(b) To [carry] advise and assist in carrying out fully and
effectively all the provisions of this [subtitle] subheading, the ad-
visory powers and duties of the [Department] Division of Economic
Development shall vest in and be exercised by a [State Commission
of Economic Development] Maryland Economic Development Ad-
visory Commission, to consist of twelve members who shall be ap-
pointed by the Secretary of Economic and Community Development,
with the approval of the Governor. [, by and with the advice and con-
sent of the Senate]
The members shall represent a cross section of the economic and
geographic composition of the State, and shall be selected because of
their known experience and interest in the development of natural re-
sources and industrial and tourist opportunities from the following
areas of the State:
Two members from counties comprising the Eastern Shore; two
members from the counties comprising southern Maryland; two mem-
bers from the counties comprising central Maryland; two members
from the counties comprising western Maryland; two members
from Baltimore City; and two members appointed from the State at
large.
The Commissioners shall serve without compensation for their
duties, but shall be reimbursed for necessary travel and other ex-
penses incurred in the performance of their duties. [The first mem-
bers of the Commission shall be appointed for terms as follows:
Three members shall be appointed for terms of one year each; three
members shall be appointed for terms of two years each; three
members shall be appointed for terms of four years each; and three
members shall be appointed for terms of six years each or until their
successors are appointed and qualified. As the] The terms of the
Commissioners [initially appointed expire their successors] shall
be [appointed each for a term of] six years, or until their suc-
cessors are appointed and qualified. Commissioners shall be eligible
for reappointment. Upon the death, disability, resignation, or re-
moval of any Commissioner, the Secretary of Economic and Com-
munity Development, with the approval of the Governor, shall ap-
point a person to serve for the unexpired term. From time to time
the Secretary of Economic and Community Development, with the
approval of the Governor, shall designate one member of the Com-
mission as chairman, who shall hold such office at the pleasure of the
[Governor] Secretary of Economic and Community Development.

The Secretary of Economic and Community Development, with
the approval of the Governor, [upon the recommendation of the
Commission,] shall appoint a Director of the [Department] Divi-
sion of Economic Development. The position of Director shall not
be subject to the provisions of Article 64A of this Code, but once
