tion Authority, is hereby authorized to fix, revise, charge and collect
rentals, rates, fees or other charges for the use of each project, and
to contract with any person, partnership, association or corporation
desiring the use of any part of a project and its appurtenances for
any proper purpose, and to fix the terms, conditions, rentals and
rates of charges for such use. Such rentals and other rates, fees and
charges shall be so fixed and adjusted in respect of the aggregate
thereof from the projects under the control of the [Authority]
Administration as to provide funds sufficient with other revenues, if
any, (i) to pay the [Authority's] Administration's current expenses
if and to the extent that the monies otherwise available [under the
provisions of Section 9 of this article] shall be insufficient for such
purpose, (ii) to pay the principal of and the interest on all revenue
bonds issued under the provisions of this article as the same become
due and payable, (iii) to create reserves for such purposes, and (iv)
to provide funds for paying the cost of renewals or replacements, the
cost of acquiring or installing equipment and the cost of enlarging,
extending, reconstructing or improving any project or projects.
[Such] Except for the Secretary of Transportation and the Mary-
land Transportation Authority, such rentals and other rates, fees
and charges shall not be subject to supervision or regulation by any
department, division, commission, board, bureau or agency of the
State or any political subdivision thereof.
Sec. 6. And be it further enacted, That Sections 21(a), 21(c),
21 (f) (3), 21 (f) (4) and 21(j)(4) of Article 62C of the Annotated
Code of Maryland (1957 Edition, 1968 Replacement Volume and
1969 Supplement), title "Maryland Airport Authority," be and they
are hereby repealed and re-enacted with amendments, all to read as
follows:
21.
(a) Created; composition; appointment and terms of members;
chairman; compensation and expenses; vacancies.—There shall be a
Maryland Airport Zoning Board, consisting of five (5) members
one of whom shall be a resident of Anne Arundel County, and one a
resident of Baltimore City, who shall be appointed by the Secretary
of Transportation, with the approval of the Governor, and with
the advice and consent of the Senate, and one of whom shall be
designated as chairman. The members of the Zoning Board shall
serve without compensation, but shall be reimbursed for necessary
and proper expenses incurred in the performance of their duties.
Of the members first appointed, one shall serve for one year, one
shall serve for two years, one shall serve for three years, and two
shall serve for four years. Their successors shall serve for terms of
four years. Vacancies on the Board shall be filled by the [Governor]
Secretary of Transportation to complete the balance of the unexpired
term.
(c) Executive secretary and other employees.—The said Airport
Zoning Board is hereby authorized to appoint an executive secretary
of said Board and such other assistants and employees as may be
necessary for the proper performance of the duties and business of
said Airport Zoning Board, including the administration and en-
forcement of any and all rules and regulations of said Airport Zon-
