(b) The words "Authority" or "Administration" shall mean the
Maryland Port [Authority] Administration, created by [Section
3 of this article, or, if said Authority shall be abolished, the board,
body or commission succeeding to the principal functions thereof or
to which the powers given by this article to the Authority shall be
given by law] Article 41, Section 207C, of this Code.
5.
(a) Granted.—The [Authority] Administration is hereby au-
thorized and empowered:
(h) In the exercise of its powers and the performance of its
duties under this article, to acquire, subject to the provisions of this
article, and to hold in its own name, lease, convey or otherwise dis-
pose of real and personal property of every kind and description,
and any right, title, interest, franchise or privilege therein, including
lands lying under water or any riparian rights in and adjacent to
lands, and also including property which is already devoted to a
public use in, adjoining or in the vicinity of the navigable waters
within its territorial jurisdiction; the acquisition by or on behalf of
the Administration of personal property to be used outside of this
State shall not be subject to the provisions of Article 41, Sections
231G through 231K, of this Code;
(m) To make application for, receive and accept from any fed-
eral agency grants for or in aid of the planning, construction, opera-
tion or financing of any port facility, and to receive and accept con-
tributions from any source of either money, property, labor or other
things of value, to be held, used and applied for the purposes for
which such grants and contributions may be made; such grants shall
be part of the Transportation Trust Fund established by Article
94A, Section 11, of this Code;
(o) To employ consulting engineers, bond counsel, accountants,
construction and financial experts, superintendents, traveling rep-
resentatives, managers, clerks, stenographers, laborers, and such
other agents and employees as may be necessary in its judgment;
the employment, compensation and tenure of all fulltime employees,
except the [executive director,] traveling representatives and such
other key personnel as the Authority may determine, with the
approval of the Governor,] who require engineering, scientific or
expert training and qualifications, shall be subject generally to the
provisions and restrictions of Article 64A of the Annotated Code of
Maryland, title "Merit System," and such fulltime employees, to-
gether with the [executive director,] traveling representatives and
other key personnel, shall be subject also to the rights and benefits of
Article 73B of said Code, title "Pensions"; [provided, however, that
the power to set the salaries and compensation of all employees not
covered by the provisions of said Article 64A shall be vested solely in
the Authority and shall in no way be subject to the control or juris-
diction of the Standard Salary Board or of any other officer or
agency;]

(a) The [Authority] Administration, subject to the authority
of the Secretary of Transportation and the Maryland Transporta-
