and such other boards, commissions, administrations, agencies or
units of government as may hereafter pursuant to law be declared
to be part of the Department of Transportation.

207B.

(a)    The State Aviation Administration is hereby established
as part of the Department of Transportation. The head of the State
Aviation Administration shall be the State Aviation Administrator.
The incumbent Director of Aeronautics as of June 30, 1971, shall be
the State Aviation Administrator and shall serve at the pleasure of
the Secretary of Transportation. Thereafter, his successors shall be
appointed by the Secretary of Transportation with the approval of
the Governor and shall serve at the pleasure of the Secretary. The
State Aviation Administrator shall receive such salary as provided
in the State Budget. The State Aviation Administrator shall report
directly to the Secretary of Transportation and shall, subject to the
authority of the Secretary of Transportation, be responsible for
carrying out the powers, duties, responsibilities and functions vested
by law in the State Aviation Administration. The State Aviation
Administrator shall also be responsible for carrying out those duties
or functions vested in the Secretary of Transportation which the
Secretary may delegate to him.

(b)    The State Aviation Commission of Maryland and the office
of Director of Aeronautics are hereby abolished. From and after
July 1, 1971, all rights, powers, duties, obligations and functions
heretofore conferred upon or exercised by the State Aviation Com-
mission of Maryland and the office of Director of Aeronautics shall
be transferred to and shall, subject to the authority of the Secretary
of Transportation, be exercised by the State Aviation Administration.

(c)    All rules, regulations, forms, orders and directives promul-
gated by or in effect for the State Aviation Commission of Maryland
and the Director of Aeronautics as of June 30, 1971, shall continue
in force unless and until changed by the State Aviation Administra-
tor or the Secretary of Transportation.

(d)    All references in this Code, other laws, ordinances, resolu-
tions, rules, regulations, directives, legal actions, contracts or other
documents, to the State Aviation Commission of Maryland or the
Director of Aeronautics, shall be deemed to mean the State Aviation
Administration or the State Aviation Administrator.

(e)    All persons who are as of June 30, 1971, officers and em-
ployees of the State Aviation Commission of Maryland, but not
including members of the Commission, are hereby confirmed in the
office, position and classification which they hold as of June 30, 1971,
as officers and employees of the State Aviation Administration, until
they retire, resign, or are removed as provided by law.

207C.

(a) The Maryland Port Administration is hereby established as
part of the Department of Transportation. The head of the Maryland
Port Administration shall be the Maryland Port Administrator.
The incumbent Executive Director of the Maryland Port Authority
as of June 30, 1971, shall be the Maryland Port Administrator and
