tion, who shall be appointed by the Governor with the advice and
consent of the Senate. The first Secretary of Transportation shall
be appointed as of April 1, 1971.

(b)    The Secretary of Transportation shall receive such salary
as provided in the State Budget. The Secretary shall serve at the
pleasure of the Governor and shall be directly responsible to the
Governor. The Secretary shall counsel and advise the Governor on
all matters assigned to the Department of Transportation and shall
be responsible for carrying out the Governor's policies with respect
to such matters.

(c)    On or after April 1, 1971, the Secretary of Transportation
shall appoint, with the approval of the Governor, a Deputy Secre-
tary who shall have such duties as are delegated by the Secretary,
and who shall be the acting Secretary during periods when the
Secretary may be absent from the State or otherwise unavailable.

(d)    The Secretary of Transportation shall be responsible for
the operation of his office and shall establish guidelines and proce-
dures to promote the orderly and efficient administration thereof.
He may establish areas of responsibility within his office and desig-
nate staff assistants to be in charge of such areas, and he may
reorganize or abolish such areas of responsibility as necessary to
fulfill the duties assigned to him.

(e)    The Secretary of Transportation shall have attached to his
office such staff assistants, professional consultants and employees
as are provided for in the State Budget. Staff assistants in charge
of areas of responsibility and professional consultants shall serve at
the pleasure of the Secretary. All other employees of the Secretary's
office, unless otherwise provided by law, shall be appointed and re-
moved by the Secretary in accordance with the provisions of Article
64A of the Annotated Code of Maryland.

(F) EMPLOYMENT OF PROFESSIONAL CONSULTANTS
BY THE DEPARTMENT OF TRANSPORTATION, AND CON-
TRACTS BETWEEN THE DEPARTMENT AND PRIVATE
FIRMS OR INDIVIDUALS FOR CONSULTING SERVICES,
SHALL BE SUBJECT TO THE APPROVAL OF THE BOARD
OF PUBLIC WORKS.

The following Boards, Commissions, Administrations and Agen-
cies shall be included within the Department of Transportation:
The State Aviation Administration established pursuant to Section
207B of this Article, the Maryland Port Administration established
pursuant to Section 207C of this Article, the Maryland Airport
Zoning Board established pursuant to Section 21(a) of Article 62C
of this Code, the Airport Zoning Commission established pursuant
to Section 21(f) of Article 62C of this Code, the Board of Airport
Zoning Appeals established pursuant to Section 21 (j) of Article 62C
of this Code, the State Public Transit Administration established
pursuant to Section 207D of this Article, the State Motor Vehicle
Administration established pursuant to Section 207E of this Article,
the Unsatisfied Claim and Judgment Fund Board,
THE STATE
HIGHWAY ADMINISTRATION ESTABLISHED PURSUANT TO
SECTION 207F OF THIS ARTICLE, the State Roads Commission,
