portation with the approval of the Governor, and shall serve at the
pleasure of the Secretary. The Maryland Port Administrator shall
receive such salary as IS provided in the State Budget. The Maryland
Port Administrator shall report directly to the Secretary of Trans-
portation and shall, subject to the authority of the Secretary of
Transportation, be responsible for carrying out the powers, duties,
responsibilities and functions vested by law in the Maryland Port
Administration. The Maryland Port Administrator shall also be
responsible for carrying out those duties or functions vested in the
Secretary of Transportation which the Secretary may delegate to
him.
(b) The Maryland Port Authority, the office of Secretary-Treas-
urer of the Maryland Port Authority, and the office of Executive
Director of the Maryland Port Authority, are hereby abolished.
From and after July 1, 1971, all rights, powers, duties, obligations
and functions heretofore conferred upon or exercised by the Mary-
land Port Authority and the offices of Secretary-Treasurer and Exec-
utive Director of the Maryland Port Authority, shall be transfer-
red to and shall, subject to the authority of the Secretary of
Transportation, be exercised by the Maryland Port Administration
except for those powers and duties transferred to the Maryland
Transportation Authority by Section 208C of this Article.
(c) All rules, regulations, forms, orders and directives promul-
gated by or in effect for the Maryland Port Authority as of June
30, 1971, shall continue in force unless and until changed by the
Maryland Port Administrator or the Secretary of Transportation.
(d) All references in this Code, other laws, ordinances, resolu-
tions, rules, regulations, directives, legal actions, contracts or other
documents to the Maryland Port Authority shall be deemed to mean
the Maryland Port Administration or, if such references relate to
matters within the jurisdiction of the Maryland Transportation
Authority and such construction be more reasonable, then such ref-
erences shall be deemed to mean the Maryland Transportation
Authority.
(e) All persons who are as of June 30, 1971, officers and em-
ployees of the Maryland Port Authority, but not including members
of the Maryland Port Authority and its Secretary-Treasurer, are
hereby confirmed in the office, position and classification which they
hold as of June 30, 1971, as officers and employees of the Maryland
Port Administration, until they retire, resign, or are removed as
provided by law.

(a) The Public Transit Administration is hereby established
as part of the Department of Transportation. The head of the Public
Transit Administration shall be the Public Transit Administrator.
The incumbent General Manager of the Metropolitan Transit Author-
ity as of June 30, 1971, shall be the Public Transit Administrator
and shall serve at the pleasure of the Secretary of Transportation.
Thereafter, his successors shall be appointed by the Secretary of
Transportation, with the approval of the Governor, and shall serve
at the pleasure of the Secretary. The Public Transit Administrator
shall receive such salary as provided in the State Budget. The Public
