TO BALTIMORE CITY AND 17.5% OF WHICH SHALL BE
DISBURSED TO THE COUNTIES AND MUNICIPALITIES
FOR HIGHWAY CONSTRUCTION PURPOSES; CONTINUING
IN THE DEPARTMENT THE AUTHORITY TO ISSUE AND
SELL COUNTY HIGHWAY CONSTRUCTION BONDS—SEC-
OND ISSUE AND PERMITTING BALTIMORE CITY TO PAR-
TICIPATE IN THAT PROGRAM; AND GENERALLY REVIS-
ING THE LAWS OF MARYLAND affected by the creation of the
Department of Transportation including laws relating to aero-
nautics, State Aviation Commission, airports and related facilities,
Maryland ports, the Maryland Airport Zoning Board, the alloca-
tion of revenues collected by the State Motor Vehicle Administra-
tion and the State Roads Commission; to provide for a gradual
change in financing of the salaries and expenses of the Maryland
State Police and the State Police Retirement System so that begin-
ning with the fiscal year 1974, all salaries and expenses of the
Maryland State Police and the State Police Retirement System are
to be paid from the general funds of the State; to exempt from the
provisions relating to supervision of the Board of Public Works
DEPARTMENT OF PUBLIC IMPROVEMENTS any public im-
provements made by the Department of Transportation or any of
the agencies included within the Department of Transportation; to
provide generally for a proper allocation of moneys presently col-
lected by the various departments to be included in the Department
of Transportation to the appropriate source within the newly
created Department of Transportation; to provide for continuation
of the agency known as the State Roads Commission of Maryland
and to include those duties and functions to be vested in said State
Roads Commission; to provide that the Secretary of Transporta-
tion shall be an ex officio member of the Washington Suburban
Transit Commission; to provide for the appointment of members
to the various boards, commissions, administrations, and units of
State government included in the State Department of Transpor-
tation; and providing generally for the establishment and operation
of the Department of Transportation AND FOR THE FINANC-
ING OF TRANSPORTATION FACILITIES AND TRANSPOR-
TATION FACILITIES PROJECTS.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 207 and 208 of Article 41 of the Annotated Code of
Maryland (1957 Edition, 1965 Replacement Volume and 1969 Sup-
plement) , title "Governor—Executive and Administrative Depart-
ments," subtitles "The Department of Public Works" and "The Com-
missioner of Motor Vehicles," be and they are hereby repealed in
their entirety and that new Sections 207, 207A, 207B, 207C, 207D,
207E, 207F, 208, 208A, 208B, 208C and 208D are hereby enacted BE
AND THEY ARE HEREBY ENACTED IN LIEU THEREOF, TO
STAND IN THE PLACE AND STEAD OF THE SECTIONS SO
REPEALED, to be under the same title but under the new subtitle
"The Department of Transportation," all to read as follows:

(a) The Department of Transportation is hereby created as a
principal department of the State Government. The head of the
Department of Transportation shall be the Secretary of Transporta-
