tion Bonds-Second Issue;" and to repeal and reenact, with amend-
ments, Section 83A-5(a) of the Code of Public Local Laws of
Prince George's County (being Article 17 of the Code of Public
Local Laws of Maryland) (1963 Edition, 1967 Supplement), title
"Prince George's County," subtitle "Washington Suburban Transit
District," and Section 72-5(a) of the Code of Public Local Laws
of Montgomery County (being Article 16 of the Code of Public
Local Laws of Maryland) (1965 Edition), title "Montgomery
County," subtitle "Washington Suburban Transit District;" to
create in the Executive Branch of Maryland government a De-
partment of Transportation to be headed by the Secretary of
Transportation, and to provide for the duties and responsibilities
of said Secretary as well as the staffing of said Department; to
provide that said Secretary shall be responsible for the operation
of the Department of Transportation and requiring the Secretary,
with certain exceptions, to establish guidelines and procedures to
promote the orderly and efficient administration thereof; and to
provide that said Secretary be responsible for carrying out the
Governor's policies with respect to all matters assigned to said
Department; to provide for the appointment of a Deputy Secre-
tary who shall be the acting Secretary during periods when the
Secretary may be absent from the State or otherwise unavailable;
to provide that the Department shall have such staff assistants,
professional consultants, and employees as provided in the State
budget; to provide that the following boards, commissions, admin-
istrations, agencies, and units of State government be included
within the Department of Transportation: the State Aviation
Administration, the Maryland Port Administration, the Maryland
Airport Zoning Board, the Airport Zoning Commission, the Board
of Airport Zoning Appeals, the State Public Transit Administra-
tion, the State Motor Vehicle Administration, the Unsatisfied
Claim and Judgment Fund Board, the State Roads Commission,
THE STATE HIGHWAY ADMINISTRATION, and such other
boards, commissions, administrations, agencies, or units of
State government as may be declared to be part of the De-
partment of Transportation; to provide for the establishment
of the State Aviation Administration to be headed by the State
Aviation Administrator and said Aviation Administration to be
the successor to the State Aviation Commission of Maryland and
the Director of Aeronautics which commission and office are abol-
ished and their rights, powers, duties, obligations, and functions
transferred to the Secretary of Transportation to be exercised by
the State Aviation Administration; to provide for the establish-
ment of the Maryland Port Administration to be headed by the
Maryland Port Administrator, and to provide that the incumbent
executive director of the Maryland Port Authority on June 30, 1971
shall become the Maryland Port Administrator to serve at the
pleasure of the Secretary of Transportation; and to provide for
the abolition of the Maryland Port Authority, the Secretary-
Treasurer of the Maryland Port Authority, and the Executive
Director of the Maryland Port Authority and a transfer of all
rights, powers, duties, obligations, and functions conferred upon or
exercised by the Maryland Port Authority, the Secretary-Treasurer
and Executive Director of the Maryland Port Authority to be
exercised, with certain exceptions, by the Maryland Port Admin-
istration subject to the authority of the Secretary of Transporta-
tion; to provide for the establishment of the Public Transit
