Administration to be part of the Department of Transportation
and headed by the Public Transit Administrator; and to provide
that the General Manager of the Metropolitan Transit Authority
as of June 30, 1971, shall be the Public Transit Administrator;
and to provide for the abolition of the Maryland Metropolitan
Transit Authority, the office of the Secretary of the Metropolitan
Transit Authority, the office of the Treasurer of the Metropolitan
Transit Authority, and the office of General Manager of the Metro-
politan Transit Authority and all rights, powers, duties, obliga-
tions, and functions conferred upon or exercised by the Metropoli-
tan Transit Authority and the officers thereof to be transferred
to the Department of Transportation subject to the authority of
the Secretary of Transportation and to be exercised, with certain
exceptions, by the Public Transit Administration; to provide for
the establishment of the State Motor Vehicle Administration to
be a continuation of the Department of Motor Vehicles, said State
Motor Vehicle Administration to be part of the Department of
Transportation; and to provide for the abolition of the office of
Commissioner of Motor Vehicles and the creation of the Motor
Vehicle Administrator as head of the State Motor Vehicle Admin-
istration which shall be the successor to the Department of Motor
Vehicles and Commissioner of Motor Vehicles subject to the direc-
tion of the Secretary of Transportation; AND TO PROVIDE
THAT THE INCUMBENT COMMISSIONER OF MOTOR VE-
HICLES AS OF JUNE 30, 1971 SHALL BE THE MOTOR
VEHICLE ADMINISTRATOR TO SERVE AT THE PLEASURE
OF THE SECRETARY OF TRANSPORTATION; TO CHANGE
THE NAME OF THE DIRECTOR OF HIGHWAYS OF THE
STATE OF MARYLAND TO THE STATE HIGHWAY AD-
MINISTRATOR; AND TO PROVIDE FOR THE ESTABLISH-
MENT OF THE STATE HIGHWAY ADMINISTRATION
WHICH SHALL CONSIST OF THE STATE ROADS COMMIS-
SION AND THE OFFICE OF THE STATE HIGHWAY AD-
MINISTRATOR; to provide that the Secretary of Transportation
may create advisory boards; to provide that the Secretary be
respnosible RESPONSIBLE for all planning activities of the
Department of Transportation, including the development and
maintenance of a continuing comprehensive and integrated
transportation planning process and the creation and promulgation
of a State master plan for transportation subject to approval of
the Governor; to provide that the Secretary be authorized to enter
into contracts to provide services for the Department of Transpor-
tation; to provide that the Secretary be responsible for the
budget of the Department; to permit the Secretary to apply for
and receive grants in aid or gifts to be used for transportation
related purposes; to provide that the Secretary have a seal for
purposes of his office; TO PROVIDE THAT THE SECRETARY
SHALL APPROVE FURTHER EXTENSIONS IN MARYLAND
OF TRANSPORTATION FACILITIES OF THE WASHINGTON
METROPOLITAN AREA TRANSIT AUTHORITY to provide
that the Attorney General be the legal advisor to the Department of
Transportation; to provide for the establishment of a Board of
Review for said Department, the duties of said Board of Review
being to make recommendations to the Secretary regarding the
operation and administration of the Department, to hear and de-
termine appeals from certain decisions of the Secretary or admin-
istration, boards or other units of State government within the
