fiscal year in which expenditures are made from said fund for rights-
of-way, and to pay the cost of the acquisition of rights-of-way for
any highway project designated as an expressway or limited access
highway and included in the Commission's 20-year needs study and
also included in the master plan of highways approved by any polit-
ical subdivision of the State and to pay the cost of acquisition of
rights-of-way for any future State Police post sites related to these
highways.
ANY MONIES EXPENDED FROM THE FUND FOR
FUTURE STATE POLICE SITES SHALL BE REPAID BY THE
DEPARTMENT OF STATE POLICE AT SUCH TIME AS THE
CONSTRUCTION CONTRACT FOR THE STATE POLICE FA-
CILITY IS AWARDED. THE PAYMENT SHALL INCLUDE
INTEREST FROM THE DATE OF ACQUISITION TO THE DATE
OF PAYMENT AT THE RATE PAID BY THE COMMISSION
FOR SUCH MONEY. If the Commission does not expend the full
five million dollars ($5,000,000.00) during any fiscal year, such unex-
pended sum may be expended for such purpose during any other
fiscal year. The cost of the acquisition of said rights-of-way which is to
be paid from said fund shall include (1) the cost of preliminary and
other engineering of said projects, (2) the consideration, including
consequential damages, paid to the owner or owners of the interests
in real or other property acquired by the State Roads Commission for
said rights-of-way, and (3) the costs incurred by the Commission
for appraisals, legal services, court costs, recording of documents of
title and other related and necessary services in acquiring such
property or interests therein.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.

AN ACT to repeal Sections 207 and 208 of Article 41 of the Annotated
Code of Maryland (1957 Edition, 1965 Replacement Volume, 1969
Supplement), title "Governor-Executive and Administrative De-
partments," subtitles "The Department of Public Works" and
"The Commissioner of Motor Vehicles," and to enact new Sections
207, 207A, 207B, 207C, 207D, 207E, 207F, 208, 208A, 208B, 208C,
and 208D, IN LIEU THEREOF, to stand in the place and stead of
the Sections so repealed and to follow immediately after Section
206 thereof
and to be under the same title but under the new sub-
title "The Department of Transportation;" and to add new Article
94A to the Annotated Code of Maryland (1957 Edition, 1969 Re-
placement Volume), title "Transportation," subtitle "Financing,"
subheadings "In General," "Consolidated Transportation Bonds,"
"Revenue Bonds," to follow immediately after Article 94 of said
Code; and to repeal Sections 3 and 35 of Article 1A of the Anno-
tated Code of Maryland (1957 Edition, 1968 Replacement Volume?
1969 Supplement), title "Aeronautics," subtitles "State Aviation
Commission" and "General Provisions," and to repeal and reenact,
with amendments, Section SECTIONS 4 AND 5 of the same Article
