subheading "Authority—Powers Generally" be and it is hereby re-
pealed and re-enacted, with amendments, to read as follows:
29-4.
(b) (17) To convey to the county [,] all of its right, title and
interest in and to any project or projects if the revenue bonds or
revenue refunding bonds issued pursuant to the terms of this title
for the purpose of providing the funds for the cost of such project or
projects shall have been paid and retired [which conveyances, under
such circumstances as provided herein, must in all cases be made by
the authority to the county, provided, however, that the authority
may, subject to the approval of the county expressed by resolution
passed before any of such bonds are issued, provide by the resolu-
tion authorizing the original issue of such revenue bonds or revenue
refunding bonds that the said project or projects shall be and re-
main an asset of the authority for the purpose of providing addi-
tional revenue as security for other revenue bonds which may there-
after be issued];
Except as otherwise provided by law, when projects are to be
constructed or improved by the authority for the use of the county,
or any department thereof, no plans or specifications therefor shall
be presented for quotations or bids until such plans and specifica-
tions shall have been submitted to and approved by the department
of public works of the county.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.

(House Bill 1201)
AN ACT to repeal and re-enact, with amendments, Section 88 (e) of
the Code of Public Local Laws of Charles County (1969 Edition,
being Article 9 of the Code of Public Local Laws of Maryland),
title "Charles County," subtitle "County Treasurer," to increase
the interest on unpaid taxes from six per centum (6%) per
annum to one per centum (1%) per month, to allow a discount
on taxes paid early, and to provide proper notice to be given to
the public as to when the taxes are to be paid.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 88(e) of the Code of Public Local Laws of Charles
County (1969 Edition, being Article 9 of the Code of Public Local
Laws of Maryland), title "Charles County," subtitle "County Treas-
urer," be and it is hereby repealed and re-enacted, with amendments,
to read as follows:
