(e) The said treasurer shall immediately after the making of
the levy, in each year after April 11, 1910, publish for two suc-
cessive weeks in not more than three newspapers a short notice
informing the public generally, that if taxes are paid on or before
the first day of September next succeeding the date of such notice
there will be allowed a deduction of three per centum from the amount
of said taxes; and that on all taxes not paid on or before the 1st day
of September in each year, interest at the rate of [six per centum
per annum] one per centum (1%) per month will be charged. The
said treasurer shall immediately after the first day of January in
each year, give a second notice, published as aforesaid, notifying the
public generally that all taxes which are not paid on or before the
first day of February next succeeding the date of such notice, will
be collected by advertisement and sale, as provided for by law. Each
of the said newspapers so designated as aforesaid shall be allowed
the sum of ten dollars per annum for publishing the two aforesaid
notices.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.

AN ACT to repeal and re-enact, with amendments, Section 549(a 1)
559(A-1) of Article 43 of the Annotated Code of Maryland (1969
Supplement), title "Health," subtitle "Hospitals and Related In-
stitutions," providing that the LICENSING REQUIREMENTS
FOR OPENING A NEWLY CREATED HOSPITAL OR NON-
PROFIT RELATED INSTITUTION IN PRINCE GEORGE'S
COUNTY SHALL TAKE EFFECT APRIL 1, 1970, AND THAT
THE Prince George's County Health Planning Advisory Committee
shall be deemed interim regional health facilities planning agency
for Prince George's County pending designation of a permanent
planning agency.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 559(a-l) of Article 43 of the Annotated Code of
Maryland (1969 Supplement), title "Health," subtitle "Hospitals and
Related Institutions," be and it is hereby repealed and re-enacted,
with amendments, to read as follows:

(a-l) After July 1, 1970, a license to open a newly created hos-
pital or nonprofit related institution shall not be issued nor shall a
license to continue a hospital or nonprofit related institution which
has relocated its services be issued unless the hospital or nonprofit
related institution conforms to or is not inconsistent with the com-
prehensive health plan developed and applicable for the particular
