House Bill No. 1286—By Delegate Houck:
An Act to waive the provisions of Section 10 of Chapter 759 of the
Acts of 1967, said section relating to the time by which projects contained
in the General Construction Loan of 1967 must be placed under contract
insofar as the provisions of said section relate to the item in Section 5(C)
(4) in said Construction Loan Act, which provides certain monies for the
acquisition of approximately 31/2 acres of land and improvements thereon
adjacent to the old State House in St. Mary's City.

the objections of the Executive?

Dear Mr. Speaker:
In accordance with Article II, Section 17, of the Maryland Consti-
tution, I have today vetoed House Bill 1323 and am returning it to you.
This Bill provides that the reductions made by the General Assembly
by amendment to the Budget Bill in the budgets of the State Roads Com-
mission and Department of Motor Vehicles shall revert to general funds.
Under the present law, with respect to the State Roads Commission, such
sums of money revert to the Commission's Construction Fund.
The Chairman of the State Roads Commission has advised me that
these sums which will, under existing law, revert to the Commission's
Construction Fund are urgently needed to meet obligations arising under
other Legislation enacted by the General Assembly in 1969. For the rea-
