levy and collection of a severance tax on sand, gravel or stone of any kind
excavated, removed or quarried in Cecil County, to require periodic re-
ports of such material excavated, removed or quarried, and the keeping of

Dear Mr. Speaker:
In accordance with Article II, Section 17, of the Maryland Consti-
tution, I have today vetoed House Bill 916 and am returning it to you.
At a hearing on this Bill, I was informed by the members of the
Prince George's County Delegation who introduced the Bill that its pur-
pose was to authorize the sale of liquor in Prince George's County between
midnight and 2:00 A.M. the following morning, including between mid-
night on Saturday and 2:00 A.M. Sunday morning. However, several
opponents of the Bill construed it as also authorizing the sale of alcoholic
beverages from a bar or restaurant during the day on Sunday for off
premises consumption. The sponsors of the Bill agreed at the hearing that
if the Bill did what its opponents feared, it should be vetoed.
In light of the question over the interpretation of the Bill, I requested
the Attorney General's office to review it. I have been informed by the
Attorney General's office that the Bill does permit the sale of liquor for off
premises consumption during the day on Sundays in Prince George's
