Dear Mr. Speaker:

In accordance with Article II, Section 17, of the Maryland Consti-
tution, I have today vetoed House Bill 691 and am returning it to you.

This Bill deletes those parts of Article 661/2, Sections 93 and 94,
which provide that the negligence of a minor when driving a motor vehicle
shall be imputed to the parent or guardian who signs the minor's applica-
tion for a driver's license, unless there is deposited with the Department
of Motor Vehicles on the minor's behalf proof of financial responsibility.

In my view, a parent or guardian who gives his consent for his minor
child to obtain a driver's license, ought to be responsible for the child's
driving. Moreover, requiring parents either to assume liability for their
children's negligent driving or to provide insurance covering their children,
may lead to greater parental teaching and supervision with respect to
minors' driving habits. For these reasons, I have declined to sign House
Bill 691.

An Act to repeal and re-enact, with amendments, Section 93 (a) of
Article 661/2 of the Annotated Code of Maryland (1967 Replacement Vol-
ume), title "Motor Vehicles," subtitle "Administration—Registration—
Titling"; to repeal Section 93(b) of this Article and subtitle; and to repeal
and re-enact, with amendments, Section 94 of this Article and subtitle
amending the motor vehicle laws with particular respect to the liability
and the financial responsibility of minors and their parents and guardians
in the use of motor vehicles.

The Speaker put the question: Shall the bill pass notwithstanding
the objections of the Executive?
