Prayer by Rev. James F. Madison, St. Anne's Church, Annapolis, Md.

The journal of Tuesday, December 16, 1969, was read and approved.

The Chief Clerk of the House of Delegates appeared and delivered the
following message.

MESSAGE FROM THE HOUSE OF DELEGATES
Senate Bill No. 1—By the President:

Subject: AN EMERGENCY APPROPRIATION TO THE BOARD
OF PUBLIC WORKS.

Amended in the House.

Amendments to Senate Bill No. 1
By the Committee:

Amendment No. 1—In line 5 of the title of the third reading file bill,
delete the period and insert in lieu thereof the following: "for projects or
programs heretofore or hereafter authorized by the General Assembly and
so as not to exceed the total sum of money appropriated by the General
Assembly for any particular project or program."

Which amendment was read and concurred in by yeas and nays as
