329.

(a) The Governor shall appoint biennially seven persons, with the advice and consent of the Senate, who shall constitute a board of commissioners, which shall be known and designated as "The State Board of Commissioners of Practical Plumbing," and who shall be selected as follows: Seven persons who are practical and skilled plumbers, two of whom shall be from Baltimore City, one from Southern Maryland, one from the Eastern Shore, one from the area including Allegany, Washington, Garrett, Frederick, and Montgomery counties and two from the area including Carroll, Baltimore and Harford counties, whose duty it shall be to faithfully and impartially execute, or cause to be executed, all the provisions and requirements of this subdivision of this article; upon application and at such place or places in this State as they may determine, provided at least once in each year the examination shall be held in Baltimore City, they shall examine each and every person who shall desire to work at the plumbing business, touching his competency and qualifications; and, upon being satisfied that the person so examined is competent and qualified to work at said business, they, or any [three] four of them, shall grant to such a person a certificate of competency and register him in their books as a practical plumber, which shall operate as full authority to him to work at, conduct and engage in the said plumbing business for the period for which such certificate shall be granted, and such certificate may be called or designated by said Board a "master plumber's certificate."

(b) The Governor shall appoint a Chairman, a secretary, and a

treasurer from among the persons comprising said Board of Com-

missioners.

(c) The term "maintenance master plumber" as used in this sub-

title shall be defined as and including all persons, firms and corpo-

rations engaged in the work of maintaining, servicing, and or re-

pairing any kind of plumbing installation. Any person, firm, or cor-

poration doing its own such maintenance, service, or repairs on its

own permises must have at least one representative licensed as a

maintenance master plumber who is responsible to the Board for all

employee under his supervision. Premises requiring a licensed rep-

resentative unless they hold master plumber's certificate are: fac-

tories, industrial plants, department stores, theaters, public halls,

office buildings, apartment houses, schools, arenas, and any other

occupancy (other than private dwelling houses) doing their own

maintenance, service or repairs.

The said Board of Commissioners shall examine every applicant

for a maintenance master plumber's certificate, in similar manner

to the examination for the master plumber's certificate, and upon

being satisfied that the representative so examined is competent and

qualified, they, or any four of them, shall grant to such person a

certificate of competency and register him in their books as a main-

tenance master plumber.

The said Board shall issue a license to any person registered as

a master plumber or the equivalent thereof in another state, with-

out examination, which shall authorize such person to work at the
