Annapolis, Md., January 7, 1969. The Senate met at 11:00 o'clock A.M.

Prayer by Rev. Carl Harris, St. Anne's Parish, Annapolis, Md. Present at roll call the following Senators:

Mr. President, Anderson, Azrael, Bailey, Bertier, Bertorelli, Bishop, Brubaker, Byron, Clark, Connolly, Cook, Conroy, Curran, Dean, Emanuel, Finney, Friedler, Gore, Hall, Hart, Hodges, Hoyer, Hughes (H.), Lapides, Lee, Malkus, Mitchell, McGuirk, Nock, Pine, Smelser, Snyder, Staszak, Staten, Steffey, Steinberg, Stone, Welcome and Wineland.                                                                                              Total—40

The journal of January 6, 1969, was read and approved.

The Chief Clerk of the House of Delegates appeared and delivered the following message:

MESSAGE TO THE SENATE House of Delegates

Annapolis, Md., January 6, 1969. By Mr. Lowe: Gentlemen of the Senate:

The Governor of Maryland has signified his intention of addressing the General Assembly of Maryland on Tuesday, January 7, 1969 at 12:00 o'clock in the House Chamber.

We propose, with your concurrence, the appointment of a committee of five, three on the part of the House and two on the part of the Senate, to escort the Governor to the House Chamber.

We have appointed on the part of the House, Delegates Burkheimer, McInerney and Randolph.

We propose further with your concurrence, a joint meeting of the General Assembly and have appointed Delegates Cook and Hargreaves to escort your Honorable Body to the House Chamber.
