Total—18 Negative Senators— Anderson, Azrael, Bailey, Bertorelli, Bishop, Brubaker, Byron, Cook, Conroy, Emanuel, Finney, Gore, Hall, Hart, Hodges, Hoyer, Lapides, Lee, Mitchell, McGuirk, Steffey, Wineland. Total—22 Said bill was then returned to the House of Delegates. House Bill No. 1147—Farm Equipment on Highways An Act to repeal and re-enact, with amendments, Section 310(a) of Article 661/2 of the Annotated Code of Maryland (1967 Replacement Volume), title "Motor Vehicles," subtitle "Operation of Vehicles Upon Highways," providing that farm equipment, implements of husbandry and motor vehicles, transporting said equipment or implements, may operate on any street, road or highway without obtaining a permit from the district engineer of the State Roads Commission. The President put the question, Shall the bill pass notwithstanding the objections of the Executive? ANNOUNCEMENT The President announced the following Committee appointments: Finance Committee—Edward T. Hall, Carl L. Friedler. Judicial Proceedings Committee—Edward Azrael, Noel S. Cook. Read and adopted. ANNOUNCEMENT The President appoints Senators Clark, Conroy and Hall a special committee on seating arrangements and office space and designates Senator Clark chairman. REPORTS OF STANDING COMMITTEE Senator Hughes asked that the rules be suspended in order to report the following bill and two-thirds of the Senators elect, voting in the affirmative, the rules were suspended by yeas and nays as follows:
