Dear Mr. President:

In accordance with Section 17 of Article 2 of the Maryland Constitution, I have, today, vetoed Senate Bill 619 and am returning it to you.

This bill would provide a pension for John Lancaster. Christ G. Christis, Director of the State Retirement Systems, informs me that Mr. Lancaster, while in active State service, had the right to join the retirement system, but chose not to do so. Added to this objection are the strong reservations of this administration to legislation intended to benefit a solitary individual in the State, a policy which, if allowed to foster, would yearly increase the number of measures introduced and passed for this purpose.

For these reasons I am compelled to veto this bill.
