Dear Mr. Speaker:

In accordance with Section 17 of Article II of the Maryland Constitution, I have vetoed today House Bill 1187 and am returning it to you.

The bill would empower the Board of Public Works to offer for sale on a consolidated basis various certificates of indebtedness representing two or more State loans or installments thereof. The bill is a duplicate of Senate Bill 551, which has been signed and is now Chapter 593 of the 1968 Laws of Maryland.

An Act to add a new Section 2B to Article 31 of the Annotated Code of Maryland (1967 Replacement Volume), title "Debt—Public," subtitle "In General," to follow immediately after Section 2 thereof, empowering the Board of Public Works to offer for sale on a consolidated basis, various certificates of indebtedness, representing two or more State loans or installments thereof, and establishing and generally providing for the procedures required to be employed in offering any such certificates of indebtedness for sale on a consolidated basis.

The Speaker put the question: Shall the bill pass notwithstanding the objections of the Executive?
