The Honorable Marvin Mandel Speaker of the House of Delegates State House Annapolis, Maryland Dear Mr. Speaker: In accordance with Section 17 of Article II of the Maryland Constitution, I have vetoed today House Bill 1147 and am returning it to you. This bill would remove from the law the requirement that an operator of an oversized farm vehicle get a permit from the State Roads Commission before moving such equipment on a State highway. While some lessening of the present restriction is indicated to aid those affected, I do not believe that removal of the controls altogether is the best solution. Signed today was Senate Bill 643 which would allow a permit to be obtained for the period of one year. This represents a better balanced solution to the hardship and seems to be acceptable to most of the parties involved. I am therefore compelled to veto House Bill 1147. Sincerely, /s/ Spiro T. Vetoed by the Governor—May 7, 1968 House Bill No. 1147—By Delegates Wiser and Blondes: An Act to repeal and re-enact, with amendments, Section 310(a) of Article 661/2 of the Annotated Code of Maryland (1967 Replacement Volume), title "Motor Vehicles," subtitle "Operation of Vehicles Upon Highways," providing that farm equipment, implements of husbandry and motor vehicles, transporting said equipment or implements, may operate on any street, road or highway without obtaining a permit from the district engineer of the State Roads Commission.
