as a whole and shall include persons especially skilled in such fields
as public or private education, libraries, art, music, drama, higher
education, the television and radio industries, or other categories
chosen by the Governor to bring special competence to the Commis-
sion's membership. Of those appointed to the Commission, one mem-
ber shall be the State Superintendent of Schools and two other mem-
bers shall be designated by the State Board of Education.

(4) The members of the Commission shall not receive compen-
sation for their membership on the Commission but they may be
reimbursed for necessary and proper expenses incurred in their
attendance at meetings and in the discharge of their duties as mem-
bers of the Commission.

(c)    Responsibility for programs used in public schools; schedul-
ing programs during school hours; budget request.
The State Board
of Education shall have the sole responsibility for and control over
the preparation, content, and programming of all educational tele-
vision and radio programs used to supplement primary, secondary,
and adult education curricula in the public schools of this State and
shall have priority as to scheduling of television and radio programs
during school hours. The State Board of Education shall annually
prepare a budget request to provide the funds and positions required
to fulfill this responsibility.

(d)    Responsibility for programs for general public.Subject to
the provisions of subsection (c) above, the Maryland Public Broad-
casting Commission shall have full responsibility for and control over
the preparation, content, and programming of all its programs for
the general public.

(e)    Limitation on use of facilities.The facilities shall not be
used for and the programs shall not be devoted to a presentation of
biased or one-sided aspects of partisan politics, or to advocating or
opposing any present or prospective political candidacy, or to advo-
cating or opposing any legislation currently being considered or
prepared. The facility must be used in compliance with the rules and
regulations of the Federal Communications Commission.

(f)    Receipt and expenditure of grants and gifts.The Maryland
Public Broadcasting Commission may receive and expend for the
purposes of this chapter such grants and gifts as may be budgeted
and provided for it.

(G) THE SECRETARIAL, STENOGRAPHIC, CLERICAL,
AND CUSTODIAL EMPLOYEES OF THE COMMISSION ARE
MEMBERS OF THE CLASSIFIED SERVICE UNDER ARTICLE
64A OF THE CODE, SUBJECT TO ALL THE RIGHTS, PRIVI-
LEGES, AND DUTIES OF THAT ARTICLE. ALL OTHER EM-
PLOYEES OF THE COMMISSION ARE NOT INCLUDED IN
THE CLASSIFIED SERVICE UNDER SAID ARTICLE 64A.

Sec. 2. And be it further enacted, That notwithstanding any other
provisions of this Act. the provisions of "Section 35" Article 77,
relating to county boards of education, enacted pursuant to Section I
of this Act, shall n
