clerical assistants of the Department. He shall nominate to the State
Board of Education all the professional assistants of the Depart-
ment and may recommend their dismissal for immorality, misconduct
in office, insubordination, incompetency, or wilful neglect of duty.
The qualifications for all such professional positions shall be deter-
mined by the State Board of Education. The State Superintendent
of Schools shall appoint clerical assistants and other nonprofessional
personnel to the State Department of Education from lists of quali-
fied applicants supplied by the Commissioner of Personnel.

31. Reciprocal Procedures for the Transfer of Professional Person-
nel from the local school system to the State Department of
Education.

All administrative and supervisory personnel who shall transfer
from local school systems in the State and who shall be appointed
to comparable job classifications in the State Department of Educa-
tion shall be given credit as employees of the State Department of
Education for the years of service rendered as employees of the
local school systems from which they shall have transferred, for
the purposes of establishing compensation rates and the basic rates
for vacation and sick leave credit earnings.

32. Assistants to State Department of Education.

The State Department of Education shall hereafter be provided
with professional assistants as follows:

(1)    A Deputy State Superintendent of Schools who shall per-
form the duties of the State Superintendent of Schools in the latter's
absence and who shall perform such other duties as may be assigned
to him by the State Superintendent of Schools;

(2)    Such number of associate and assistant state superintendents
and directors as may be authorized by the State Board of Education
within the limits of the appropriation for the State Department of
Education. They shall have charge of various divisions of the De-
partment and shall perform such duties assigned to them by the
State Superintendent of Schools; and

(3)    Such other clerical and professional assistants and agents
as may be authorized by the State Board of Education within the
limits of the appropriation for the State Department of Education.

33. Other duties.

The State Superintendent of Schools shall perform such other
duties as are assigned to him elsewhere in this article, or may be
assigned to him from time to time by the State Board of Education.

Chapter 4. County Boards of Education
34. County boards of education.

Educational matters affecting the counties shall be under the con-
trol of a county board of education in each county. The geographical
boundaries of the county school systems shall be coterminous with
the geographical boundaries of the respective counties and it shall
seek in every way to promote the interests of the schools under
