done by the county board itself, such board shall not proceed until the
plans and specifications shall have been approved in writing by the
State Superintendent of Schools. In case the construction is to be
done by contract, the contract shall be invalid and of no effect with-
out the written approval of the State Superintendent of Schools.

27.    Certification of teachers.

The State Superintendent of Schools shall certificate the profes-
sional personnel in all public schools within the State in accordance
with this Article and subject to the bylaws, rules and regulations
of the State Board of Education.

28.    Approval and certification of programs offered by State in-
stitutions to residents.

(a)    Approval of program by Superintendent; certificate of ap-
proval; inspection of institution; furnishing information, etc.
The
State Superintendent of Schools shall approve any program of in-
struction offered by any state institution under the supervision of
the Department of Juvenile Services, Department of Correction
CORRECTIONAL SERVICES, and the Department of Mental Hy-
giene, provided that such program shall be based upon and comply
with such standards as may be established by regulations of the State
Board of Education with and upon the advice of the State Superin-
tendent of Schools. Upon such approval the State Superintendent
of Schools shall issue a certificate of approval for such program to
any such institution by which it is offered. Any certificate may be
revoked at any time for cause by the State Superintendent of Schools.
Any such institution shall be open for inspection of such program
by the State Superintendent of Schools or his designated agent at all
reasonable times and shall furnish such information and reports
from time to time as the State Superintendent of Schools shall deem
necessary and proper for the evaluation of the program.

(b)    Certificate of credit. The State Superintendent of Schools
shall issue an appropriate certificate of completion of credit to any
resident of any such institution who shall have successfully com-
pleted any such approved and certified program of instruction.

29.    Visual and auditory aids.

The State Superintendent of Schools is hereby authorized to furn-
ish visual and auditory aids, educational television, and such other
aids as will facilitate instruction in all subjects in the schools, in-
stitutions, and organizations under the supervision of the State
Board of Education. Material collected for this purpose may be made
available for a limited time to responsible institutions and organiza-
tions for the benefit of citizens of the several communities of the
State.
The State Superintendent of Schools may from, time to time
enter into contracts for carrying out this provision.
