AN ACT to repeal Section 42 of Article 27 of the Annotated Code
of Maryland (1967 Replacement Volume), title and subtitle
"Crimes and Punishments," subheading "Contracts with Public
Institutions"; TO REPEAL SECTION 687 OF SAID TITLE OF
SAID ARTICLE AND CODE, SUBTITLE "PLACES OF REFOR-
MATION AND PUNISHMENT," SUBHEADING "OFFICERS
AND EMPLOYEES," to repeal subsection (d) of Section 1 of
Article 88A of the said Code (1968 Supplement), title "State De-
partment of Social Services," subtitle "In General"; to repeal sub-
section (a) of Section 20 of Article 62C of the said Code (1968 Sup-
plement), title "Maryland Airport Authority"; to repeal Sections
1, 2, 3, and 6 of Article 19A of the said Code (1966 Replacement
Volume), title "Conflicts of Interest," and to enact new Sections
1, 2, 3, and 6 in lieu thereof to stand in the place of the sections of
the said Article so repealed, to prohibit participation in transac-
tions involving the State on the part of officers, employees, and
agents of the State or any public agency thereof where there is a
denned financial conflict of interest and providing procedures for
disclosure and disqualification of such State officers, employees,
and agents in the event of such a conflict of interest. , REPEAL-
ING CERTAIN PROVISIONS OF THE LAW RELATING TO
CONFLICTS OF INTERESTS OF CERTAIN STATE OFFI-
CERS, EMPLOYEES, AND AGENTS AND GENERALLY RE-
PEALING ALL LAWS OR PARTS OF LAWS INCONSISTENT
WITH THE PROVISIONS OF THIS ACT.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 42 of Article 27 of the Annotated Code of Maryland
(1967 Replacement Volume), title and subtitle "Crimes and Punish-
ments," subheading "Contracts with Public Institutions," be and it
is hereby repealed.
Every person having any official connection, either as officer, agent,
trustee or member of the board of visitors of any public institution,
or private institution supported in whole or in part by money appro-
priated by the State of Maryland, who shall, after April 6, 1908,
become directly or indirectly concerned or interested, for profit, in
any contract, purchase or sale of anything for, by, or on account of
such institution, shall be deemed guilty of a misdemeanor; and any
person so offending shall upon conviction in any court of this State
be immediately dismissed from employment or forfeit his place as
such officer, agent, trustee or member of the board of visitors, and
be subject to a fine not to exceed five hundred dollars, to be recovered
as other fines are, or imprisoned for a term in the Maryland House
of Correction not to exceed one year.]
SEC. 2. AND BE IT FURTHER ENACTED, THAT |
