writers to conduct said inspections.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 235(b) of the Code of Public Local Laws of Harford
County (1965 Edition, being Article 13 of the Code of Public Local
Laws of Maryland), title "Harford County," subtitle "Electrical
Examiners," as last amended by Chapter 754 of the Acts of 1968, be
and it is hereby repealed, and that new Section 235(b), be and it is
hereby enacted in lieu thereof, to stand in the place of the section
repealed, and to read as follows:

235.

(b) The duties of the Board shall be to examine applicants for
master,
JOURNEYMAN, journeyman, and special licenses as herein-
after defined and to adopt such reasonable rules and regulations as
may be necessary for the conduct of such examinations; to supervise
complaints of electrical work of its licensees; to adopt reasonable
rules and regulations for the placing, installing and operating of
electrical wires, appliances, apparatus, or construction in, upon and
about buildings in Harford County, to authorize use of the Middle
Department Association of Fire Underwriters to make electrical in-
spections; and, in addition to inspections by the Middle Department
Association of Fire Underwriters,
IF THE SERVICE PROVIDED
BY THIS ASSOCIATION IS INADEQUATE, AFTER CONSULTA-
TION WITH THE ASSOCIATION the County Commissioners of
Harford County may appoint some qualified person or persons to con-
duct said inspections and may establish reasonable rules and regula-
tions concerning inspection by such persons; to hold hearings on
charges of misconduct of any of its licensees; to revoke said licenses
if said charges are of such sufficient gravity as to warrant same after
a proper hearing wherein defendant may, if he so chooses, be repre-
sented by counsel of his own choice.

Sec. 2. And be it further enacted, That this Act shall take effect
on July 1, 1969
THAT THIS ACT IS HEREBY DECLARED TO BE
AN EMERGENCY MEASURE AND NECESSARY FOR THE
IMMEDIATE PRESERVATION OF THE PUBLIC HEALTH AND
SAFETY AND HAVING BEEN PASSED BY A YEA AND NAY
VOTE SUPPORTED BY THREE-FIFTHS OF ALL THE MEM-
BERS ELECTED TO EACH OF THE TWO HOUSES OF THE
GENERAL ASSEMBLY, THE SAME SHALL TAKE EFFECT
FROM THE DATE OF ITS PASSAGE.
