tion as amended, being Article 16 of the Code of Public Local Laws
of Maryland), title "Montgomery County," subtitle "Chapter 72.
Maryland-National Capital Park and Planning Commission," sub-
heading "Article I. In General," to implement the Merit System
Board for The Maryland-National Capital Park and Planning Com-
mission to prepare and adopt merit system rules and regulations
for the employees of the Park and Planning Commission, to pro-
vide for the selection of the Board members, their terms, compen-
sation, duties and powers and budget, and relating generally
to the merit system for the Park and Planning Commission.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 59-12 of the Code of Public Local Laws of Prince
George's County (1963 Edition and 1967 Supplement, being Article
17 of the Code of Public Local Laws of Maryland), title "Prince
George's County," subtitle "59. Park and Planning Commission,"
said section being also Section 72-16 of the Montgomery County
Code, (1965 Edition, as amended, being Article 16 of the Code of
Public Local Laws of Maryland), title "Montgomery County," sub-
title "Chapter 72. Maryland-National Capital Park and Plan-
ning Commission," subheading "Article I. In General," be and it is
hereby repealed and re-enacted, with amendments, to read as follows:

59-12.

(a)    The Commission shall put into effect the merit system
adopted pursuant to this section. In it shall be included all the
full time employees of the Commission, except the Commissioners,
[the heads of the several departments and all assistant general
counsel] the Executive Director, the Secretary-Treasurer, the Gen-
eral Counsel, the Director of Planning, the Director of Parks and the
Director of Public Relations.

(b)    For the purpose of making and adopting the rules and
regulations necessary to carry out the provisions of this section, there
is created the Merit System Board of The Maryland-National Capi-
tal Park and Planning Commission. The Board shall consist of [five
persons] three members to be appointed by the Commission [. Two
members of the Board shall reside in and be selected by the members
of the Commission from Montgomery County, one of whom shall be
one of the Montgomery County members of the Commission and the
other of whom shall be selected by these Montgomery County mem-
bers from outside their number, who shall have knowledge of or
experience in personnel administration. Two members of the Board
shall reside in and represent Prince George's County and shall be
selected by the members of the Commission from Prince George's
County, one of whom shall be one of the Prince George's County
members of the Commission and the other of whom shall be selected
by the Prince George's County members from outside their number,
