accounting, statistical, or other similar functions performed pri-
marily for financial institutions, plus such other activities as the
Board may approve;

(3)    In bonds, notes, or other evidences of indebtedness, which
the Board shall approve and which are general obligations of, or
guaranteed as to principal and interest by, any other state or the
District of Columbia provided however, no authorization shall be
issued for an investment in excess of five percent (5%) of the total
aggregate withdrawal value of free share accounts;

(4)    In loans for educational purposes or in home improvement
loans either of which may be secured or unsecured and may be
second liens on real estate whether or not the first lien on the real
estate is held by the association.

(g) Any association shall have full power and authority to avail
itself of any or all of the benefits, advantages and privileges available
to associations under the provisions of and in accordance with the
terms of an act of Congress entitled "And Act to encourage improve-
ment in housing standards and conditions, to provide a system of
mutual mortgage insurance, and for other purposes," approved
June 27, 1934, and known as the "National Housing Act," and any
amendments thereof or that may be made thereto.

Any new congregation of the Protestant Episcopal Church in the
Diocese of Maryland comprising Baltimore City and Garrett, Alle-
gany, Washington, Frederick, Carroll, Baltimore, Harford, Howard,
Anne Arundel and Calvert counties, may incorporate either

(1)    Under the provisions of this [title] article "Corporations,"
subtitle "Religious Corporations," subheading "In General," Sec-
tions 256-270, inclusive, of this article but subject, however, to the
provisions of Section 274C hereof; or

(2)    Under the provisions of Section 275-297 of this [title]
article, commonly known as the Vestry Act, as from time to time
amended and applicable to the Diocese of Maryland.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.

CHAPTER 286 .
(House Bill 315)

AN ACT to repeal and re-enact, with amendments, Section 17 of
Article 26A of the Annotated Code of Maryland (1968 Supple-
ment), title "Criminal Injuries Compensation Act," amending the
Criminal Injuries Compensation Act in order to correct a refer-
ence to the meaning of the word "crime" in this act.
