MARVIN MANDEL, Governor                        739

subtitle "Park and Planning Commission", and Section 70-89 (d)
of the Code of Public Local Laws of Montgomery County (1965
Edition, being Article 16 of the Code of Public Local Laws of Mary-
land), title "Montgomery County", subtitle "Maryland-National Cap-
ital Park and Planning Commission", be and it is hereby repealed and
re-enacted, with amendments, to read as follows:

59-83 (70-89).

(d) Before the district council of the Maryland-Washington Re-
gional District in Montgomery County and Prince George's County
may amend the zoning ordinance of either county by changing the
zoning classification of property within any incorporated municipal-
ity, the application for such change shall be referred to the governing
body of such incorporated municipality for its recommendation,
allowing such governing body if it be within the confines of Prince
George's County sixty (60) days in which to make its recommenda-
tion; provided, [that in Montgomery County] a two-thirds majority
of all the members of the district council shall be required before
said council may change the zoning classification of property within
any incorporated municipality contrary to the recommendation of
such municipality thereon. For purposes of this section the term
"incorporated municipality" shall include any city, town, village, or
any special taxing area which has an elected local governing body
and performs general municipal functions.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.

CHAPTER 279
(House Bill 302)

AN ACT to repeal and re-enact, with amendments, Section 58 of the
Code of Public Local Laws of Allegany County (1963 Edition,
being Article 1 of the Code of Public Local Laws of Maryland),
title "Allegany County," subtitle "County Treasurer," providing
that checks, drafts, or warrants issued in payment of accounts by
the County Commissioners of Allegany County may contain the
facsimile signatures of certain officers.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 58 of the Code of Public Local Laws of Allegany County
(1963 Edition, being Article 1 of the Code of Public Local Laws of
Maryland), title "Allegany County," subtitle "County Treasurer,"
be and it is hereby repealed and re-enacted, with amendments, to
read as follows:

58.

All accounts against the County Commissioners of Allegany County
or any institution or department thereof for services rendered or
materials furnished for or on behalf of the County Commissioners
