Maryland, title "Health," shall ex officio constitute a local board of
health for their respective county, and shall have and exercise all the
duties of a board of health as provided in said Article, except in the
cases where the charter of any city or town in the State contains
provisions inconsistent therewith; and the said County Commis-
sioners shall not be entitled to receive any compensation for the
performance of the duties of the board of health in addition to the
salary they receive as such County Commissioners, but said salary
shall be taken and accepted by them in full payment of all compen-
sation for such services. The local board of health may secure the
services of attorneys at law to represent it in all legal matters affect-
ing the local board.

Sec. 2. And be it further enacted, That this Act shall take effect
on July 1, 1969.

CHAPTER 256
(House Bill 122)

AN ACT to repeal and re-enact, with amendments, Section 8 of
Article 25 of the Annotated Code of Maryland (1966 Replacement
Volume), title "County Commissioners," subtitle "General Provi-
sions," providing that THE BOARD OF COUNTY COMMIS-
SIONERS OF CECIL COUNTY MAY LEASE ANY REAL OR
LEASEHOLD PROPERTY OWNED BY THE COUNTY AND
THAT when the Board of County Commissioners of Cecil County
or any other Cecil County governmental agency negotiates to pur-
chase land, it shall first acquire an option to buy, and setting up
certain procedures to be followed and generally relating to land
acquisition in Cecil County.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 8 of Article 25 of the Annotated Code of Maryland
(1966 Replacement Volume), title "County Commissioners," subtitle
"General Provisions," be and it is hereby repealed and re-enacted,
with amendments, to read as follows:

8.

The County Commissioners of Cecil County, in addition to, but
not in substitution of, the powers which may have been or may
hereafter be granted them, shall have the full power and authority
to acquire by lease, purchase or condemnation real or leasehold prop-
erty needed for any public purpose and to erect buildings thereon
for the benefit of the county and to sell at public or private sale OR
LEASE any real or leasehold property belonging to the county when
in their discretion it is no longer needed for public use, and to execute
and acknowledge any and all deeds and/or other instruments neces-
sary to effect and complete such lease, purchase or sale of real or lease-
hold property [.]; provided, however, notwithstanding any other
provisions of this Article or any provisions of any other Article of
