Section 1. Be it enacted by the General Assembly of Maryland,
That a new Section 9 (57a) be and it is hereby added to Article 81
of the Annotated Code of Maryland (1965 Replacement Volume),
title "Revenue and Taxes," subtitle "What Shall Be Taxed and
Where," to follow immediately after Section 9(57) thereof, and to
read as follows:

9.

(57a) For purposes of county taxation in Carroll County and in
the discretion of the Board of County Commissioners of Carroll
County, real property, the title to which is held by a nonprofit com-
munity or civic improvement association or corporation and which
is devoted to and used exclusively for community, civic, educational,
or library purposes, and the use of the property must not be con-
tingent upon the payment of any fee or other compensation. Assess-
ments exacted and employed by the association or corporation solely
for the improvement or maintenance of the property do not consti-
tute a "fee or other compensation" under the provisions of this
subsection.

Sec. 2. And be it further enacted, That the Board of County Com-
missioners of Carroll County shall abate any taxes imposed and not
collected and shall refund any taxes collected for real property taxes
for the tax years ending June 1, 1969, and June 1, 1970, as to any
association or corporation receiving a tax exemption under the pro-
visions of this Act.

Sec 3. And be it further enacted, That this Act shall take effect
July 1, 1969.

AN ACT to repeal and re-enact, with amendments, Section 108 of
the Code of Public Local Laws of Cecil County (1961 Edition,
being Article 8 of the Code of Public Local Laws of Maryland),
title "Cecil County," subtitle "County Commissioners," providing
that the Cecil County Board of Health is authorized to hire attor-
neys at law to represent it in all legal matters affecting the local
board.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 108 of the Code of Public Local Laws of Cecil County
(1961 Edition, being Article 8 of the Code of Public Local Laws of
Maryland), title "Cecil County," subtitle "County Commissioners,"
be and it is hereby repealed and re-enacted, with amendments, to
read as follows:
