(c) (4) Notwithstanding the provisions of subsection (c) (3)
of this section, any employer shall have the option of making a
voluntary contribution to the unemployment insurance fund for the
purpose of cancelling benefits charged to his experience rating
record equivalent to all or any portion of the benefits chargeable to
his experience rating record which were paid within the 12-
consecutive-calendar month period immediately preceding the com-
putation date (as defined in subsection (c) (7) of this section)
provided that such voluntary contribution must be made within 30
days from the date of mailing to the employer by the Executive
Director notice of the employer's contribution rate for the succeed-
ing fiscal year. Upon receipt of such payment, the Executive
Director shall cancel the benefits charged to the employer's experience
rating record equal to such payment and shall recompute the em-
ployer's benefit ratio and assign the employer a new contribution
rate for the succeeding fiscal year based upon the recomputed
benefit ratio.
FOR THE PURPOSE OF MAKING ANY COMPUTATION UN-
DER THIS SUBSECTION, ANY AMOUNT WHICH HAS BEEN
CREDITED TO MARYLAND'S ACCOUNT UNDER SECTION
903 OF THE SOCIAL SECURITY ACT, AS AMENDED, AND
WHICH HAS BEEN APPROPRIATED FOR EXPENSES OF AD-
MINISTRATION, WHETHER OR NOT WITHDRAWN FROM
SAID ACCOUNT, SHALL BE EXCLUDED FROM THE TOTAL
AMOUNT AVAILABLE FOR BENEFITS IN THE FUND.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.

(Senate Bill 53)
AN ACT to add new Section 211H-14 to Article 89B of the Annotated
Code of Maryland (1968 Supplement), title "State Roads," subtitle
"Expenditure of Commission's Funds and Programming and
Scheduling of Highway Projects," to follow immediately after
Section 211H-13 thereof, to provide for inclusion of an additional
roads project in Prince George's County in the State Roads Com-
mission's official twenty-year needs study, this project being the
reconstruction of a portion of Maryland Route 223 in that County.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 211H-14 be and it is hereby added to Article 89B
of the Annotated Code of Maryland (1968 Supplement), title "State
Roads," subtitle "Expenditure of Commission's Funds and Pro-
gramming and Scheduling of Highway Projects," to follow immedi-
ately after Section 211H-13 thereof, and to read as follows:
