Whereas, Numerous significant historical events have occurred
within the State House, including the signing of the Treaty of Paris
ending the Revolutionary War and George Washington's resigning
of his commission; and
Whereas, The State House was designated a Registered National
Historic landmark in 1960 and attracts over 100,000 visitors a year;
and
Whereas, Permanent supervision and care of the State House fey
a professional architect can contribute greatly to the historical and
cultural significance of the State House; and
Whereas, Greater demands are being made on the State House
facilities by the executive and legislative departments and at present
no general plan as to a desirable allocation of these facilities exists;
now, therefore,
Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 407 and 408 be and they are hereby added to
Article 41 of the Annotated Code of Maryland (1965 Replacement
Volume and 1968 Supplement), title "Governor—Executive and
Administrative Departments," to follow immediately after Section
406 thereof, and to be under the new subtitle "38. Architect of the
State House," THE STATE HOUSE TRUST," and to read as
follows:
38. Architect of the State House
407.
There shall be an architect of the State House, hereafter referred
to as the "Architect." The Governor shall appoint the Architect with
the advice and consent of the Senate and he shall serve at the
pleasure of the Governor. The Architect shall be registered with the
Maryland Board of Examiners and Registration of Architects and
he shall be experienced in the field of historical architecture. The
Architect shall receive a salary as provided in the budget from time
to time.
38. THE STATE HOUSE TRUST
407.
(A) THE RESTORATION AND PRESERVATION OF THE
STATE HOUSE SHALL BE THE RESPONSIBILITY OF THE
STATE HOUSE TRUST WHICH SHALL BE COMPRISED OF
THE GOVERNOR OF MARYLAND, THE PRESIDENT OF THE
SENATE, THE SPEAKER OF THE HOUSE AND THE CHAIR-
MAN OF THE MARYLAND HISTORICAL TRUST, ACTING AS
TRUSTEES FOR THE CITIZENS OF MARYLAND.
(B) THE TRUSTEES MAY APPOINT FROM ONE TO THREE
NON-VOTING ASSOCIATES QUALIFIED BY EXPERIENCE
AND INTEREST IN HISTORICAL PRESERVATION.
(C) THE TRUST SHALL RETAIN AN ARCHITECTURAL
CONSULTANT WHO SHALL BE REGISTERED WITH THE
MARYLAND BOARD OF EXAMINERS AND REGISTRATION
OF ARCHITECTS. THE ARCHITECT SHALL BE FAMILIAR
WITH ALL PHASES OF 18TH CENTURY ARCHITECTURE
