(f)  Fees. At the time the notice of appointment by the Governor
or the notice of renewal is issued, the Secretary of State shall forward
to the Clerk of the Superior Court of Baltimore City, if the notary
resides therein, or the Clerk of the Circuit Court of the County in
which the notary public resides, a commission signed by the Gov-
ernor and Secretary of State under the great seal of the State.
The clerk of the court shall deliver the commission to the notary
public upon qualification and payment of the prescribed fees by the
notary public. Each notary public shall pay to the clerk a fee of one
dollar ($1.00) for qualifying the notary public and registering the
name and address of the notary public; and a fee of ten dollars
($10.00) or such lesser amount as may be prescribed by the Secre-
tary of State for the commission issued, which shall be paid by the
clerk to the treasury of the State of Maryland. The Secretary of
State may fix such other reasonable fees as may be required for the
processing of applications and the issuance and renewal of notarial
commissions.

(g)  Forms. The Secretary of State may prepare and adopt forms
as required under this section, including the form of original appli-
cations, the form of commissions, and forms for renewal of com-
missions.

2. Removal.

Any notary public may be removed from office by the Governor
for good cause either on his own initiative or upon a request made
to him in writing by the Senator who approved the appointment.
After notice to the notary and the opportunity for a hearing before
the Secretary of State, the Secretary of State shall submit his
recommendation to the Governor for action as the Governor deter-
mines to be required in the case.

Sec. 2. And be it further enacted, That this Act is hereby-
declared to be an emergency measure and necessary for the imme-
diate preservation of the public health and safety and having been
passed by a yea and nay vote supported by three-fifths of all the
members elected to each of the two houses of the General Assembly,
the same shall take effect from the date of its passage.

(Senate Bill 399)

AN ACT to add new Sections 407 and 408 to Article 41 of the Anno-
tated Code of Maryland (1965 Replacement Volume and 1968
Supplement), title "Governor—Executive and Administrative De-
partments," to follow immediately after Section 406 thereof, and
to be under the new subtitle "38. Architect of the State House,"
THE STATE HOUSE TRUST," creating the office of Architect of
the State House STATE HOUSE TRUST and relating generally
to the appointment, tenure, compensation and duties of this office.

Whereas, Maryland's State House in Annapolis is the oldest State
House still in legislative use in the United States; and
