to the same article, title and subtitle, to follow immediately after
Section 186 thereof, AND TO REPEAL AND RE-ENACT, WITH
AMENDMENTS, SECTION 21(1) OF ARTICLE 73B (1968
SUPPLEMENT), TITLE "PENSIONS," SUBTITLE "EMPLOY-
EES OF MUNICIPAL CORPORATIONS", to provide for estab-
lishment of cooperative library service centers CORPORATIONS,
and for the right of public libraries to contract and deal with the
same AND TO MAKE THE EMPLOYEES THEREOF ELIGIBLE
FOR THE EMPLOYEES' RETIREMENT SYSTEM.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 186(1) (e) and 186(2)(d) of Article 77 of the
Annotated Code of Maryland (1965 Replacement Volume), title
"Public Education," subtitle "Chapter 16. Public Libraries," be and
are hereby repealed and re-enacted, with amendments, and new
Section 186A be and it is hereby added to the same Article, title and
subtitle, to follow immediately after Section 186 thereof and all to
read as follows:
186(1).
(e) To develop library services throughout the county, by such
means as stations, branch libraries, [and] bookmobiles [;], and
participation in or contracts with a FOR cooperative library services
center.
186(2).
(d) To enter into contracts for any library service, with any
other library [or], with any governmental unit [.], or with FOR any
cooperative library serviced center.
186A. Cooperative Library Service Centers.
(a) Any two or more counties, acting through their respective
boards of library trustees may establish a cooperative library service
center for the purpose of providing service operations for its mem-
ber county libraries.
(b) A center shall be organized as a nonprofit, nonstock cor-
poration pursuant to Article 23, Section 132, et seq. of the Annotated
Code of Maryland (1966 Replacement Volume, as amended), for the
purposes stated by its Articles of Incorporation and with the powers
vested in its trustees or directors as its Articles of Incorporation
or its Bylaws state, not inconsistent with the applicable provision
of this subtitle, with special regard for the powers and duties set
forth in Section 186 for individual boards of library trustees, to the
extent that those powers and duties are applicable.
(c) A cooperative library service center and its employees, where
applicable, shall be subject to and entitled to the benefits of the
following provisions of this subtitle: Teachers' Retirement System
