hearings in its offices, all stations and terminals, and in all of its
vehicles and rolling stock in revenue service.

(d)    Reports. Prior to calling a hearing on any matter specified
in this section, the Authority shall prepare and file at its main office
and keep open for public inspection its report relating to the proposed
action to be considered at such hearing. Upon receipt by the Au-
thority of any report submitted by the Public Service Commission,
pursuant to the provisions of Section 34 33, the Authority shall file
such report at its main office and make it available for public
inspection. For hearings called by the Authority pursuant to sub-
section (b), above, the Authority shall cause to be lodged and kept
open for public inspection the written request upon which the
hearing is granted and all documents filed in support thereof.

(e)    People's Counsel. At all hearings called by the Authority,
as provided by this section, the People's Counsel before the Public
Service Commission shall appear in Behalf of the interests of the
public in general in which he may deem the public interest to be
involved, including but not limited to, hearings with regard to rates,
charges, service, or practices of any transit facilities owned or
controlled by the Authority.

34. 33. Reference of matters to the Public Service Commission.

To facilitate the attainment of the public policy objectives for
operation of the publicly and privately owned or controlled transit
facilities as stated in Section 29 28 of this Article, prior to the hear-
ings provided for by Section 33 32 of this Article

(a)    Reference by Authority. The Authority shall refer to the
Public Service Commission and the People's Counsel to the Public
Service Commission for consideration and recommendations any
matter which the Authority considers may affect the operation of the
publicly and privately owned or controlled transit facilities as a
coordinated regional transit system and any matter for which the
Authority has called a hearing, pursuant to Section 35 except that
temporary or emergency changes in matters affecting service shall
not be referred; and

(b)    Report by Public Service Commission and People's Counsel.
The Public Service Commission, upon such reference of any matter
to it, shall give the referred matter preference over any other mat-
ters pending before it and shall, as expeditiously as practicable,
prepare and transmit its report thereon to the Authority. The
People's Counsel to the Public Service Commission, unless he
adopts the report of the Public Service Commission, may file a
separate report at the time of filing of the report of the Public
Service Commission. The Authority may request the Public Service
Commission or the People's Counsel
