(d)    To any person who has previously been adjudged to be
afflicted with or suffering from any mental disability or disease and
who has not at the time of application been restored to competency
by the methods provided by law;

(e)     To any person who is required by this subtitle to take an
examination, unless such person shall have successfully passed such
examination;

(f)    To any person who is required under the provisions of the
motor vehicle financial responsibility laws of this State to deposit
proof of financial responsibility and who has not deposited such
proof;

(g)    To any person when the Department has good cause to
believe that the operation of a motor vehicle on the highways by such
person would be inimical to public safety or welfare;

(h) To any person afflicted with or suffering from physical
disability (including the loss of an arm or leg, or both) or disease
which would tend to prevent such person from exercising reason-
able and ordinary control over a motor vehicle while operating the
same upon the highways, provided however, that the Department
may, as hereinafter provided, issue a restricted license to a person
who satisfactorily passes the required examination, which restric-
tions may include a requirement that the person wear a workable
artificial limb or other similar body attachment;

(i) To any person who is unable to understand street and high-
way warning or directions signs written in the English language;

(j) To any person who has reached the age of 70 years, unless
such person shall either present to the Department proof of having
previously operated a motor vehicle satisfactorily, or present to the
Department a certificate from a licensed physician attesting to such
person's general physical or mental qualifications; or

(k) To any person who is unable to sign his name, as herein
elsewhere required for identification purposes.

90.

(a)    Any person who desires to obtain a driver's license or who
desires to be licensed in a class for which he is not already licensed
shall apply to the Department for the class or classes of license in
which he desires to be licensed upon a form furnished by the Depart-
ment and every said application shall be accompanied by a fee of
eight ($8.00) dollars, four dollars" ($4.00) of said fee shall go into
a special fund as specified in subsection (h) herein below. Each appli-
cant for an original license or permit shall submit with his appli-
cation a birth certificate or other proof of age and identity satis-
factory to the Department." Except as hereinafter authorized, the
Department shall issue to each applicant an instruction and exami-
nation license prior to issuing a driver's license. The instruction and
examination license shall specify the cla
