(v) He must be at least 16 years old to drive a vehicle for which
a class E license would be required if the vehicle were driven in this
State by a resident.

3. Notwithstanding anything to the contrary in the foregoing
provisions, a nonresident must be at least 21
18 years old to drive a
bus on any highway in this State.

(d)    Any member of the Armed Forces of the United States who
is on active duty in this State with such armed forces, and the
spouse, children and dependents of any such member, may drive
motor vehicles on the highways of this State if such driver has in
his possession a valid license to drive, issued to such driver by such
driver's state of domicile, which license authorizes such driver to
drive in the state of his domicile vehicles he is driving in this State.

(e)    Any member of the Armed Forces of the United States who
is returning from active duty outside the United States, and the
spouse, children and dependents of any such member who are return-
ing from residence with any such member outside the United States,
may drive motor vehicles on the highways of this State if such driver
has in his possession a valid license to drive, issued to such driver by
the Armed Forces of the United States in a place outside the United
States, but only for a period of 30 days after the licensee returns to
the United States.

88.

The Department shall not issue any license under this Article:
(a) To any person who does not meet the following requirements:

1. Except as provided in subsection 2 no driver's license shall be
issued to any person who does not meet the minimum age require-
ments shown below for the indicated class of license;

2. A class B, D or E license may be issued to a person who is at
least 16 years old if such person has passed a driver's education
course approved by the State Department of Education or the De-
partment of Motor Vehicles, consisting of not less than 30 hours of
classroom instruction and not less than 6 hours of behind-the-wheel

school or a licen
